A Guide for Foreign Visitors: Traffic Rules and Parking in Belgrade

Finding an available parking space is not the only challenge in Belgrade.

You also need to know whether you are parked in the correct zone, how long you are allowed to stay and whether your payment has actually been registered.

When you are driving in Serbia for the first time, or returning after many years, the city may feel familiar until you get behind the wheel. Some streets have changed direction, the parking system has expanded and navigation apps do not always recognise temporary roadworks, closures or changes in traffic flow.

This article is therefore not a dry list of regulations.

It is a practical guide for foreign visitors, business travellers and members of the Serbian diaspora who want to collect a vehicle, enter the city and avoid wondering at every junction whether they have made a mistake.

The most important rule is easy to remember:

Follow the traffic signs in front of you, not what you remember from your previous visit.

1) Driving in Belgrade: You Do Not Have to Drive Like a Local

Belgrade traffic can feel intense to someone arriving from a smaller or quieter city.

Drivers often change lanes quickly, move as soon as the light turns green and leave less space than you may be used to. However, that does not mean you should adopt the same driving style.

Keep a safe distance, use your indicators in good time and do not attempt to cross two lanes immediately before a turn. When you miss a street, continue driving and allow your navigation system to calculate a new route.

Losing a few minutes is always better than making a sudden and unsafe manoeuvre.

Under Serbia’s current Road Traffic Safety Law, drivers must follow the instructions of authorised officers, traffic lights, road signs and road markings. The signs visible on the road therefore take priority over navigation instructions, habit and the behaviour of other drivers.

2) The First Five Minutes With the Vehicle Can Make the Entire Day Easier

When you collect your rental car, do not immediately enter traffic.

Take a few minutes to become familiar with the vehicle, especially when you are driving that particular model or an automatic car for the first time.

Before setting off, check:

• the seat, steering wheel and mirror positions, the light and wiper controls, parking sensors or camera and the transmission controls

• the navigation address, fuel type, fuel-cap location, electronic parking brake, required documents and agreed vehicle return time

• the fuel and deposit conditions, together with the HAS Rent a Car contact details in case you need assistance
  

According to the HAS Rent a Car rental conditions, a valid identification document and driving licence must be presented when collecting the vehicle. Other details are confirmed through the reservation and rental agreement.

When any feature is unclear, ask before you leave.

There is no unnecessary question when you are about to drive an unfamiliar vehicle through an unfamiliar city.

3) The Speed Limit Is Determined by the Sign, Not by the Car in Front

One of the most common mistakes visitors make is copying the speed of the surrounding traffic.

The fact that the vehicle in front is moving quickly does not mean that the speed is permitted.

The limit may change near a school, roadworks, an intersection, a tunnel or a section operating under a special traffic arrangement. For that reason, do not rely exclusively on the number shown by your navigation system.

The map may contain outdated information, while the roadside sign reflects the current rule.

When you are uncertain, reduce your speed gradually and continue watching the signs. There is no need to adapt your driving to an impatient driver behind you.

4) An Empty Yellow Lane Is Not a Free Lane

Yellow traffic lanes often confuse people driving in Belgrade for the first time.

These lanes are intended for public transport and other authorised vehicles when this is indicated by road signs and markings. The fact that the lane is empty does not mean that a regular passenger vehicle is allowed to use it.

Pay particular attention when approaching an intersection where you need to turn right. Before crossing a yellow lane, check the road markings and signs to confirm where crossing is permitted.

Navigation may tell you to turn, but it cannot replace a traffic sign.

5) A Roundabout Is Not the Place to Decide at the Last Second

Roundabouts in Belgrade can be uncomfortable for drivers who are not familiar with the lane layout.

Reduce your speed before entering and read the arrows and road markings in good time. Do not rely only on a rule learned in another country, because movement through the roundabout also depends on the signs at that particular intersection.

Once you are inside, avoid sudden lane changes and do not cut across another vehicle to reach your exit.

When you have not positioned yourself correctly, it is safer to continue and choose another route than to force your way out.

6) Parking Zones in Belgrade: Read the Sign Before Leaving the Vehicle

Belgrade’s zoned parking system uses several colours and different time restrictions.

Before walking away from the vehicle, find the vertical sign beside the parking space. It should state the zone, payment method and maximum permitted parking duration.

Purple Zone A

Standard parking time: 30 minutes

No standard extension is available.

Red Zone 1

Standard parking time: 60 minutes

Parking can be extended for an additional 30 minutes.

White Zone B

Standard parking time: 120 minutes

Parking can be extended for an additional 60 minutes.

Yellow Zone 2

Standard parking time: 120 minutes

Parking can be extended for an additional 60 minutes.

Green Zone 3

Standard parking time: 180 minutes

Parking can be extended for an additional 60 minutes.

Blue Zone

The blue zone does not have the same standard time restriction as the other zones.

Parking is charged by the hour or according to the instructions displayed on the sign at the specific location.

Check current restrictions, subzones and payment hours on the official Belgrade zoned parking system page. Once the total permitted time has expired, the vehicle cannot be parked again in the same zone for the following 30 minutes.

Do not rely only on the colour of the line painted on the road.

When you are unsure which zone a street belongs to, use the official parking zone street search. Rules may differ between separate sections of the same street, so the sign beside the vehicle remains your primary reference.

7) How to Pay for Parking by SMS

When paying by SMS, enter the vehicle registration number exactly as shown on the licence plate, without spaces or punctuation marks.

The number depends on the zone. Use 9114 for the purple zone, 9116 for the white zone, 9111 for the red zone, 9112 for the yellow zone, 9113 for the green zone and 9119 for hourly payment in the blue zone.

⚠️ Important: Wait for the Confirmation Message

Parking should be treated as successfully paid only after you receive a confirmation reply.

When no confirmation arrives, do not assume that the payment was registered. Check the registration number, zone number and mobile account, or use another payment method.

For foreign visitors without a Serbian mobile number, the official app may be more practical. The Parking Servis app is available through Google Play and the Apple App Store.

The app uses the device location to suggest a parking zone and supports street and garage parking payments. However, always compare the suggested zone with the sign beside the vehicle, as GPS positioning may be inaccurate near the boundary between two zones.

8) When Parking Charges Apply

Payment hours are not identical in every zone.

In the purple, red and white zones, monitoring and payment apply on weekdays and Saturdays from 7 AM until 10 PM, as well as on Sundays from 7 AM until 2 PM.

In the yellow and green zones, payment applies on weekdays from 7 AM until 9 PM and on Saturdays from 7 AM until 2 PM. Particular streets and special locations may operate under different arrangements.

You should therefore not try to memorise the schedule.

Before leaving the vehicle, read the sign at the location and check current information on the official zoned parking system page.

Be particularly careful on Sundays and public holidays. Parking is not automatically free in every part of the city.

9) Public Garage or Street Parking

In central Belgrade, entering a public garage immediately can sometimes be easier than driving around looking for an available zoned parking space.

A garage can be more practical when you intend to stay longer, have a business meeting, are carrying luggage or simply do not want to monitor when the parking session expires.

This is particularly useful for larger saloons and SUVs. Narrow spaces, one-way streets and limited availability can turn the search for street parking into unnecessary circling.

Before entering, check the maximum vehicle height, price and payment method. Keep your ticket or confirmation until you leave.

A paid garage may not always be the cheapest option, but it is often the least stressful one.

10) Where You Should Not Leave the Vehicle, Even “Just for a Minute”

The fact that other vehicles are parked illegally does not mean that the location is permitted.

Do not leave the car on a pedestrian crossing, at a bus or tram stop, in a yellow lane, in front of a garage entrance or in a space reserved for people with disabilities.

The same applies to pavements without clearly marked permitted parking, tram tracks, intersections, grassed areas and places where your vehicle blocks another vehicle or access to a property.

Belgrade has many locations that may look suitable for a very short stop.

These are often exactly the places where drivers receive fines, wheel clamps or have their vehicles removed.

11) An Electronic Daily Parking Ticket May Exist Without a Notice on the Windscreen

When parking has not been paid or the permitted time has expired, an electronic daily parking ticket may be issued.

This does not mean that a paper notice must be left under the windscreen wiper. Parking control may be carried out electronically using the vehicle registration number.

Information can be checked through the official electronic daily parking ticket page, while requests and complaints can be submitted through the Parking Service electronic portal.

When you are driving a rental vehicle and believe that a ticket may have been issued, do not wait until the vehicle return date.

Keep the payment confirmation, photograph the parking sign and location, and contact HAS Rent a Car immediately.

Parking and traffic offences committed during the rental period remain the driver’s responsibility, while delaying the matter may result in additional costs.

12) What to Do When the Vehicle Has Been Towed

When you return and cannot find the vehicle, first make sure it has not been moved by another authorised driver listed in the rental agreement.

When that is not the case, use the official Belgrade Parking Service website to check whether the vehicle has been removed and where it was taken.

Because a rental vehicle is not registered in your name, contact HAS Rent a Car immediately. You may need your identification document, driving licence, rental agreement and additional documentation from the vehicle owner.

Do not attempt to resolve the ownership issue without notifying the rental company.

13) Alcohol, Mobile Phones and Seat Belts

The simplest rule regarding alcohol is:

When you drive, do not drink.

Do not attempt to calculate how much you consumed, how much time has passed or how short the route to your hotel is. The safest approach is to designate a driver who will not consume alcohol or leave the vehicle parked and return using another form of transportation.

Do not hold a mobile phone while driving. Enter your destination before setting off. When you need to change the route, stop in a safe and permitted location.

Use seat belts in every seat, including the rear seats. When travelling with a child, arrange an appropriate child seat in advance.

14) Navigation Is a Tool, Not a Traffic Officer

Navigation is useful, but it may not always know about roadworks, temporary street closures, turning restrictions or a newly reorganised lane system.

When an instruction on the screen conflicts with a road sign, follow the sign.

Before starting, review the entire route rather than only the next turn. This allows you to know earlier when a lane change will be required and reduces the chance of a sudden manoeuvre.

For your first day in the city, choose the simpler route, even when it takes a few minutes longer.

15) Which Car Is the Most Practical for Belgrade?

The largest or most expensive car is not always the best choice for urban driving.

For one or two passengers with limited luggage, a compact vehicle may be easier to use in narrow streets, public garages and small parking spaces.

An SUV or larger saloon makes more sense when you are travelling with a family, carrying several suitcases or planning a longer journey outside Belgrade.

An automatic transmission can make congestion, frequent stops and intersections easier, especially when you are also following navigation and looking for an unfamiliar address.

16) Checklist Before Walking Away From the Vehicle

Before locking the car and continuing on foot, check:

• that the vehicle is fully inside the marked parking space, does not block an entrance, pavement, waste container or another vehicle, and that you have read the parking sign

• that you selected the correct zone, entered the registration number accurately, received payment confirmation and noted when the parking session expires

• that the windows are closed, the lights are off, the vehicle is locked and documents, luggage and valuable items are not visible inside
  

One minute of checking can save you from a fine, inconvenience and lost time.

Frequently Asked Questions From Foreign Drivers in Belgrade

Can I pay for parking using a foreign mobile number?

This depends on your mobile operator and whether it supports messages to short service numbers. When you do not receive a confirmation message, do not assume that the parking session has been paid. Use the official app or another payment method displayed on the sign.

How can I check which zone a street belongs to?

First, read the sign beside the parking space. As an additional tool, use the official street and zone search.

Can I extend the parking session indefinitely?

No. Each zone has a maximum permitted duration, and extension rules depend on the specific zone. Extended parking can be paid shortly before the original time limit expires.

Is parking free on Sundays?

Not in every zone. Monitoring and payment in the purple, red and white zones also apply on Sundays from 7 AM until 2 PM. Always read the sign beside the vehicle.

Does the rental company pay the driver’s parking fines?

The driver is responsible for parking charges and traffic offences incurred during the rental period. When a problem occurs, notify the rental company immediately rather than waiting until the vehicle return date.

Is an automatic car more practical for Belgrade?

For drivers who do not know the city, an automatic transmission often makes congestion and frequent stops easier. The choice should still depend on your experience, passenger count and vehicle availability.
