If you are planning a short trip outside Serbia while staying in Belgrade, whether for business or with your family, and you want to cross the border with a rental car, the most common stress at the border comes from one simple fact: the vehicle is not yours, and border control needs everything to be clearly documented. The good news is that this can be handled easily if you know what really matters and prepare the paperwork before departure.
Rental car border crossing: it is not automatically allowed
Most rental car companies require prior approval before a vehicle can be taken out of Serbia. The reason is insurance, responsibility, and control over how the vehicle is used. A Green Card is an international motor third-party liability insurance certificate. It proves that the vehicle has valid insurance coverage for damage caused to third parties abroad. In practice, it is not required in every country, but in some countries it is still mandatory upon entry.
According to AMSS information, based on the agreement on mutual recognition of compulsory insurance policies between Serbia and Montenegro, a Green Card is not required for entry into Montenegro. AMSS also lists the countries where having a Green Card insurance certificate is mandatory upon entry, including North Macedonia, Albania, Turkey, Russia, Belarus, Ukraine, Moldova, Israel, Iran, Tunisia, and Morocco.
